[Development] Urgent: Qt 5.9.3 binaries built with too NEW Linux distribution

It seems that when RHEL was updated from 7.2 to 7.4 [1], devtoolset-6 was installed
instead of devtoolset-4 [2]. As we use artifacts from RHEL7 configuration as official
binaries, they started to require GCC 6
