[Development] CI infra broken

Hi

Now that seems to be a bug in Coin. It doesn't even begin to retry it. The log is still from last night the first time I launched it. Sigh... I'll try to force it somehow.

It appears to still be broken just like it was before everything went offline, half the CIs can't provision and fail with messages like:

E: Failed to fetch http://security.ubuntu.com/ubuntu/pool/main/p/python3.5/
