It appears to still be broken just like it was before everything went offline, 
half the CIs can't provision and fail with messages like:

E: Failed to fetch http://security.ubuntu.com/ubuntu/pool/main/p/python3.5/
libpython3.5_3.5.2-2ubuntu0~16.04.4_amd64.deb  Could not connect to 
proxy.intra.qt.io:3128 (10.215.0.6). - connect (113: No route to host)
