[Development] QtScxml module maintainer change

Hi,


I'd like to propose Ulf Hermann as the new maintainer of the QtScxml module.


Officially I'm still the maintainer of the module, but I haven't worked on it in quite a while. After discussions, Ulf Hermann kindly volunteered as the new maintainer.
