Has it been specified what defines a small business, 100K yearly profit?

It would be nice to have a licensing option for binaries only, no 
support.  The company I work for is moving all our Qt5.6 console apps to 
GoLang because we can't afford the cost for 5 seats and the 40,000 units 
per year device royalty.  The 5 seat cost would be almost 10% of our 
software budget.  Go and Rust are free.  It is hard justify a Qt 
commercial license for console only apps.
