[Development] Requesting forward BC exception for QtWaylandCompositor in 6.2 and 5.15

I have now assigned the bug back to the module maintainer and abandoned my proposed fix on Gerrit. If someone wants to take over, I can restore.

My opinion is unchanged: don't do it for 6.2.4.

After 6.2.4, the 6.2 branch becomes irrelevant for me, so I don't care what
you do.
