[Development] New Chief Maintainer

Hi,

I want to express my profound support for Allan (since I can't vote).
He has deep deep roots in the world of Open Source communities and
remains connected to KDE. I think he's a fantastic candidate and I'd
think that it's very well possible for him to prioritize the needs of
the Qt project as part of his role at the Qt Company.

Plus, it would be fun if the next CM would also be a former KHTML
developer and maintainer ;-)
