[Development] RFC: QUIP-21: Using images in Qt documentation

Hello,

We've had guidelines for using images in the Qt Creator Manual for a long time (https://doc.qt.io/qtcreator-extending/qtcreator-documentation.html#using-images). To more consistently use images throughout the Qt documentation, the Qt Documentation Team would like to propose moving these instructions (as applicable) to a QUIP and then applying them to all Qt docs.
