[Development] Qt3D Maintainership

Hi

Sean Harmer, one of the co-maintainers of Qt3D along with Paul Lemire, is retiring and will no longer be
handling Qt3D maintenance tasks. 

I myself have been doing much of the maintenance work and answering queries for a while now so I think 
it would make sense for me to become one of the maintainers in Sean’s place, along with being the 
default assignee for JIRA tickets.

I’m not sure how such changes are formalised so would appreciate guidance on the matter.
