[Development] Update to Qt Gerrit Workflow: Staging Queue Mode

Hi,

As part of a recent maintenance break, a minor change has been introduced to the Qt Gerrit workflow.

A repository branch can now be set by an administrator to “staging queue” mode. In this mode, pressing the Stage button no longer triggers CI immediately. Instead, the change enters a prestaged state and must be promoted to the staging phase by the Release or CI team.

The main goal of this improvement is to better support qt5 level integrations, where coordinating the staging order is often required. With this change, staging restrictions should no longer be necessary, as staging queue mode can be used instead.

>From a developer’s point of view, the workflow remains the same: simply press the Stage button. When staging queue mode is enabled, the change will appear in prestaged status. The Release or CI team will handle the promotion to staged.
