[Development] Nominating Frédéric Lefebvre as an approver in the Qt Project

Hello QtUniverse,

I hereby nominate Frédéric Lefebvre as an approver in the Qt Project.

Fred has made a large number of contributions [1], provided substantial and high-quality reviews [2].
Furthermore, he reported, commented and solved plenty of tickets in Jira.
8 bits are not enough to count the number of flaky tests that he has fixed.
