[Development] Nominating Kaloyan Cherlarski for approver rights

Hello fellow Qt developers

I would like to nominate Kaloyan as an approver for the Qt project.

Kaloyan has been working as for QtWebEngine for two years now, with hundreds 
of contributions to QtWebEngine, such the new permissions API  https://
doc.qt.io/qt-6/qwebenginepermission.html and maintaining Windows support.
