[Development] Heads up: New QDoc template parameter documentation warning

Hi all,

Given the issues in COIN over the past few days, this didn't happen. I know people are working hard to get things sorted, and either way, I've decided to hold off staging this change until next week. I don't want to accidentally cause something blocking over the weekend when there's likely a long queue of integrations waiting to go through.

TLDR; QDoc will now warn when template parameters aren't documented where they should be.

I'm merging a change to QDoc that validates template parameter documentation using the \a command. I've disabled the new warning on all active branches and prepared documentation fixes for affected submodules, so this shouldn't block anyone in COIN. Once the documentation fixes land, I'll re-enable the warning on dev. That said, I may have missed something, so if you hit issues related to this just let me know and I'll prioritize fixing it.
