[Development] Nominating Patrik Teivonen as an approver in the Qt Project

I hereby nominate Patrik Teivonen as an approver in the Qt Project.

Patrick has made a large number of contributions [1], provided substantial and high-quality reviews [2], especially in Python.
Furthermore, he reported, commented and solved plenty of tickets in Jira.
