Qt 6.12 beta4 content is frozen, packages are created and testing is ongoing

[17:09:09] <vohi[M]> if anything needs to be done to address header review comments, create a JIRA ticket and close that header review so that we know that the module has been reviewed and all issues have been raised
[17:09:27] <vohi[M]> JIRA ticket should be blocker for the release (i.e. P1 with fix-version 6.12 RC)
