[Interest] Integrating with WPF through ANGLE's IDirect3DSurface9

No, ANGLE doesn't expose its Direct3D device. Moreover, ANGLE supports
Direct3D 11 so it doesn't seem to be a very good idea to make any
assumptions about presence of a D3D9 device.
