Googling "launchpad qt 5.4" returns a number of interesting hits:

If don't require Qt 5.4 to become the "system Qt" but are fine with it installed in /opt:

Otherwise there's a 5.4.0 backport to Utopic (14.10:
https://launchpad.net/~kubuntu-ppa/+archive/ubuntu/utopic-qt54

This one gives you a good chance of building on 14.04 too, once you manage to obtain the packaging files (called something like qt_version.debian.tar.bz2).
