Yes. I have been doing just that since last November.

configure -platform win32-msvc2015 [your other configure options]
nmake

Unrelated to MSVC 2015.

Then add to configure:
	-IC:\macdev\poenssl\include -LC:\macdev\openssl\lib -openssl

[I see you have in your script]

The most important error is the first.
