Yes, I'm sure, because the option is at least 15 years old. But I'm not seeing 
it in the Clear Linux's binutils configure either and I know Clear does not 
generate DT_RPATH.

$ eu-readelf -d $QTOBJDIR/bin/uic | grep PATH
  RUNPATH           Library runpath: [/home/tjmaciei/obj/qt/qt5/qtbase/lib]

Since you decided to build your own toolchain, I guess you decided to buy into 
these details and figure it out for yourself...
