This doesn't solve the original problem but anecdotally, I'm a french
writer and agree with Ben that dead keys are annoying.
Azerty is not even good at inputting letters with accents and doesn't
handle them in upper case.

I long switched to QWERTY ANSI layout keyboards and
github.com/qwerty-fr/qwerty-fr to be able to easily input french special
characters without dead keys.
Easier to type French text AND easier to type code (+ numbers), what's not
to love?

Note so my message can be more useful to a larger subset of the ML readers:
despite its name it should also handle German, Spanish & Italian as well
(it still uses a dead key for ~ though, sorry Thiago).
