[Qt-l10n] qt 4.7.0 (already) hard-frozen

moin everyone,

the 4.7 branch of qt has gone into hard string freeze last thursday.
due to (yet another) communication mishap, the announcement didn't get
through to this list though ... which unfortunately means that there are
only nine days left for translations in the worst case (i.e., the rc1
will be tagged on aug 5.  but realistically speaking, a second release
candidate is probable, and there will be 4.7.1 of course, so no reason
to panic).
