[Qt-l10n] assessing translation completeness

moin everyone,
i just tinkered a new top-level target for qt: check-ts.
it does two things: print this neat table, and automatically update the
translations.pro file.

the threshold for compilation are a draconian 98%. feel free to tell me
if you find that unreasonable as a general rule (exception are possible
on request in any case).
as you can see, currently only german and polish would be automatically
included if i committed the script output now (which i won't do).
that's not particularly worrisome at this point, as the qt 4.7 release is
slipping - well over four more weeks seem likely now.
creator 2.0 will be released with whatever is in the repositories *right
now*, which means that only de, pl and ru are reasonably complete.
