the idea is to split by library.
i suppose the messages from plugins should go into the catalogs of the
libraries which load them.
additionally, the ts and qm formats need an extension to allow
specifying their dependencies, otherwise things get messy for the users.
the qt catalog would become a pure meta-catalog for backwards
compatibility.
help is most welcome, as i'm busy with other buildsystem stuff currently
and time is running out.
