i'm not aware of any current efforts.
there is https://qt.gitorious.org/qt/qt/merge_requests/2476 which
apparently went nowhere.
if this work looks useful to you, i can see to recycling it.
also, did you check with the kde guys?

you can clone the qt/qttranslations module and follow the instructions
from the wiki to make the files yourself. that can be tricky if you are
no developer.
