that's how it's *supposed* to be.

if nobody volunteers for a content review and the contributor makes a
credible claim that they tried to find reviewers, i'll typically just
accept it after fixing the technical issue when given a reminder.
note that such a claim is *hard* to make credibly for brazilian ...

also, it's always wise to see whether there aren't already pending
