[PySide] Qt for Python 5.13.1 released

Hello folks,

We wanted to announce that Qt for Python 5.13.1 was released,
you can get it officially from PyPi: https://pypi.org/project/PySide2/

Take a look at the changes included in this release:

No major changes are included in this release,
only bug fixing, improvements to internal mechanism
we already had: like the signature module, improving
smart pointers support, fixes to
our typesystem definition of some classes, tweaks into
the documentation styling and some content, etc.
