Hi,

currently completion engine is available only for certain editors (those 
which provide a completion provider) and the plain text editor is not 
one of them. Notice that the "Text" group in options Text Editor -> 
Snippets is meant for content which is shared among editors that have 
the proper support.

One thing that comes to mind that might be worth to consider is an 
alternative way to trigger snippets independently from completions...
