[Qt-creator] Problem with Android SDK tools and platform SDK

You can if you start the Maintenance Tool with `--no-force-installations`.

With `--no-force-installations`, no file 
`Tools/QtCreator/share/qtcreator/QtProject/QtCreator.ini` will be 
created, and manually linking the Qt installation doesn't work either.

But I understand if that's not a supported configuration, even if it can 
be fabricated using the Installer.
