IIRC Qt Software forgot to update the license file, so LGPL should be
correct for Qt and Qt Creator (which is the complete content of the
sdk).

I don't understand what you mean with that. KDevelop cannot permit or
deny any kind of distribution of Qt that Qt itself doesn't allow.
