Because until your email, I had no idea that SP2 was even out.
Other reasons:
a) not everyone upgrades immediately
b) we prefer to keep compatibility with previous releases, so you can just
drop-in a new Qt to your existing, already compiled project
c) upgrading the compiler in the build farm isn't very easy
