Sounds like configuration is right. So the question is why it's not being used.

The actual test is:
$PKG_CONFIG --cflags gstreamer-0.10 gstreamer-plugins-base-0.10
$PKG_CONFIG --libs gstreamer-0.10 gstreamer-plugins-base-0.10

Both must work and not return an error. After that, it tries to build, which 
is where your problem is.

So either those tests are failing or $PKG_CONFIG is not set, which can only 
happen if you're using a modified mkspec that tries to set PKG_CONFIG or if 
pkg-config is not found during the build.
