I don't think there is any support in Qt. There are some bug tracker entries 
from earlier this year.

There is Qt-like API support for rendering EMF (but not generating it) in 
koffice. See http://websvn.kde.org/trunk/koffice/plugins/vectorshape/libemf/ for 
the (LGPL) rendering library.
