Note: I have no experience with macOS.
Having said that: are you sure that MacOSX allows such fixed dialogs in 
their user interface guide? In general, the hints that you set for a 
window are really not more than that: hints. The window manager is 
allowed to ignore them. Perhaps OSX is doing that: ignoring your request 
because it does not fit its user interface guidelines to have fixed 
sized windows.
However: still just guessing here.
