Googling for "microsoft ribbont patent" finds a lot of content, first among them the wikipedia entry:

which pretty clearly tells you there is no patent and it is highly unlikely they will ever get granted one in view of the prior art.
And that is not the only source.
It seems that M$ is licensing thin air because as yet I've not seen what is their IP on this matter and IIRC the license as such
does not even come with any executable or linkable code/library. At least that was that case when ribbon was introduced.
So I don't believe license issue is the reason why Nokia/Qt does not offer ribbon widgets.
