It's not a novel concept. The ribbon is just a tabbed toolbar at heart. A
good early example appears in the Interface Hall of Shame:

Being novel doesn't seem to be a prerequisite for software patents (!) so
this is probably irrelevant, but I thought I'd mention it anyway. As for
being innovative - well, "those who cannot learn from history", and all
that. MS seem to have tackled the complaint of association between
toolbar and menu entries by removing the menus altogether. I'm far from
convinced that this is helpful!
