Hi Michael,
The API should stabilize shortly before the beta release. Unfortunately we don't mention release dates on public lists (this will obviously change as we move more towards an open governance model), so this probably isn't very helpful information. The mapping component is probably the least stable at the moment, since we still have quite a bit to add and to tune.
I'd need to know more about the backend you want to write, but in general the intent was for people to distribute the plugins that they wrote separately from Qt. If you've got some more details I can pass them along to the relevant people and see what happens.
