Known issue, see http://bugreports.qt.nokia.com/browse/QTBUG-14056  for 
a workaround.

What would you expect batch-translate to do? Using it is just a quick 
way to pre-populate stuff from the existing phasebook, and that one 
doesn't know anything about comments.

I don't think this is supported. What you can do is of course copy an 
existing translation, and alter it. But you'd have to redo this 
everytime the original translation changes.
