[Qtwebengine] Fail to build on Ubuntu

I was more looking for help from the community than actually reporting a
bug, since I was suspecting the issue was on my side.
And I was right because I found out that I was missing the python-dev
package, or one of its dependencies (even though I already had python2,
python3 and python3-html5lib installed).

Anyway the interest mailing list would have been more appropriate.
