Just an idea, but what happens if you delete the unversioned libicu*.so symbolic links in /lib ? Will it link to the system one then for user applications?

It seems that icu symbols are fully versioned, so it wouldn't necessarily crash if you load two ICU libs into one process, though it sucks of course size wise.
