[Releasing] archive file naming with -rc version suffix

If the file name and extracted dir name are exactly the same as in the final
release, how is it more difficult for scripted building? You don't need to
change anything from one RC to the next, just download the new files.

We need the arguments on why that is necessary. It adds to our work and
necessarily postpones any release by 24 hours, with a possibility of failure
in the rebuild process.
