Right, a 64 bit build of MinGW is an often requested feature. Maybe we should consider finally providing packages for it too ...  I don't think we should drop the 32 bit build though: 32 bit Windows installations are AFAIK still pretty common. 

To come back to the original proposal: Are there any objections against updating the _32 bit_ toolchain to i686-4.9.1-release-posix-dwarf-rt_v3-rev1.7z ? If not I'd like to suggest to do the update ASAP.
