[Releasing] Qt 5.14.0 schedule proposal

We are in final steps with Qt 5.13.0 release and so on it is time to start planning Qt 5.14.0 initial schedule.

Qt 5.13 isn't indicating anything why we could cut the schedule so my proposal is based on Qt 5.12.0 and Qt 5.13.0 ones:

- 19.08.2019: Soft branching from 'dev' to '5.14' start
- 26.08.2019: Feature Freeze & Finalize branching from 'dev' to '5.14'
- 03.09.2019: Alpha release
- 17.09.2019: Beta1 release
- 12.11.2019: RC
- 26.11.2019: Qt 5.14.0 Final Release

And as earlier we will produce additional Beta n releases ~(bi)weekly between beta1 and RC.

Any thoughts?
