[Releasing] HEADS-UP: Branching from '6.1' to '6.1.3' ready

Hi all,

We have branched '6.1.3' now. So from now on all changes targeted to Qt 6.1.3 release must be done in '6.1.3' branch. As usual, please do not add any nice-to-haves in '6.1.3' anymore.

Staging in 6.1.3 is restricted to release team only and the team will monitor changes in the branch automatically like earlier.
