[Announce] [Releasing] Qt 5.12.3 released

Hi,

thanks for update.

v5.12.3 tags in qtknx, qtmqtt, qtopcua, qttools, qtremoteobjects are fine
now, but qt3d still isn't in 5.12 branch.

What about v5.9.8 tags? Only qtnetworkauth, qtremoteobjects, qttranslations
had them downmerged to 5.9 branch few days ago and I haven't seen (m)any
updates in 5.9 branch now.
