[Development] QtQuick ML

[Alan Alpert]

CC'ing a couple of said people with their permission (because they're
obviously not monitoring the development list...).

They're still welcome to tell me that a separate QtQuick list is not
worthwhile, or that a [QtQuick] tag would be enough.
