[Development] Qt Speech in Qt 5.6

Hi,

I'm working on a project that needs tts and asr on Qt android. Here is my
tts for android https://codereview.qt-project.org/#/c/111462/. It is WIP
and far for ready. I'm also working on asr API with pocketsphinx as
backend. I can do code reviews on android side at least.
