[Development] Failed to run configure.bat in qt/qt5 repository on Windows?

Hi!

The documentation is a bit misleading; you can't install those packages from Qt Online Installer. You can download those packages from http://download.qt.io/development_releases/prebuilt/libclang/qt and those are the same which are used for building the Qt binaries in the online installer.
