I know... unfortunately, reality sucks in those cases.

But it will never change if we bow down and accept it.

Whenever you're faced with such a problem, make sure your manager knows it. 
Put it in bold letters in your status reports like "work compromised" and 
"unable to make all deliverables". Report to your manager how much down time 
you had waiting for a solution that didn't come, how it impacted your work, 
etc.

I'm not asking anyone to risk their job security. But work with your manager 
and let them know that you're not getting the infrastructure and tools to do 
your job effectively.

If you can, work with the manager to produce some numbers showing the company 
how much time is wasted by you and your colleagues and convert that to money. 
The total of the waste in a department might be enough to get some changes 
started.
