Wayland 1.0 has only the most basic of input methods: mouse, touch and raw 
keyboard. It's missing completely the support for complex languages and 
complex input systems. That includes virtual keyboards.

If your touch-based system requires a virtual keyboard, the solution will be 
"proprietary": exclusive to you and your system. Until the next feature 
release.
