No, but newly started applications want to talk to it. I was just noting
that Suam's issue sounds suspiciously like
https://bugreports.qt.io/browse/QTBUG-38599, which is partly a ksmserver
bug. (And has little to do AFAIK with DBus. Ergo probably not directly
related to the OP's issue.)
